About the Organisation

The Telangana Human Rights Commission (TGHRC)is an embodiment of state concern for the promotion and protection of human rights. It was constituted in accordance with the Protection of Human Rights Act, 1993, which was enacted by the Government of India to establish human rights commissions at both the national and state levels. This Act mandated the establishment of the Human Rights Commissions in India. The Governor of Telangana appoints a chairperson and other members to the Telangana Human Rights Commission (TGHRC). The Chairperson of the Commission ought to be a [Chief Justice or a Judge] of a High Court who has since retired, one Member who is, or has been a Judge of a High Court or District Judge in the State with a minimum of seven years’ experience as District Judge and another Member to be appointed from among persons having knowledge of or practical experience in matters relating to human rights. The Telangana Human Rights Commission's primary responsibility is to investigate allegations of human rights abuses that have been reported within the state of Telangana. It has the authority to investigate allegations of violations of human rights committed against individuals by public servants, government agencies, or any other authority that falls under its purview. The entire state of Telangana falls under the purview of the Telangana Human Rights Commission (TGHRC). It has the authority to investigate crimes that take place within the borders of the state. The Commission possesses the authority of a civil court, which enables it to conduct investigations, require the production of documents, and subpoena witnesses. It can make recommendations regarding compensation for victims of violations of human rights. The Telangana State Human Rights Commission is an autonomous organization that is not under the direction or authority of the state government. This independence is essential in order to ensure that it can effectively address violations of human rights without interference from outside sources. The commission is required to provide the state government its annual report that summarize its activities, findings, and recommendations. This report is submitted on a yearly basis. The Commission may furnish such special reports on specific matters as may be considered in terms of Section 20(1) of the Act. These reports are essential in order to get an accurate picture of the situation regarding human rights in Telangana. In addition to resolving individual complaints, works to increase public awareness of human rights issues and educates the general public on their own rights and responsibilities.

Section 2(1)(d) of the Protection of Human Rights Act, 1993 defines Human Rights as the rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or embodied in the International Covenants and enforceable by courts in India.

Constitution of Telangana Human Rights Commission(TGHRC):

The Government of Telangana, in exercise of the powers conferred under sub-section (1) of Section 21 of the Protection of the Human Rights Act (Central Act No.10 of 1994), issued orders in G.O.Ms.No.170 General Administration (SPL.D) Department dated 28.11.2019 notifying Constitution of ‘Telangana State Human Rights Commission(TGHRC)’ in place of A.P. State Human Rights Commission existed in the undivided State of Andhra Pradesh for implementation of the requirements laid down by the Hon’ble Supreme Court of India in D.K. Basu Vs. State of West Bengal and to exercise the powers conferred and to perform the functions assigned to a State Commission under Chapter V of the Act. Subsequently, vide G.O.Ms.Nos.184, 185 & 186, General Administration (SPL.D) Department dated 19.12.2019, the State Government constituted the body of Commission presided over by Hon’ble Sri Justice G. Chandraiah, former Judge of the High Court for Andhra Pradesh and Telangana as Chairperson of the Commission and Hon’ble Sri Ananda Rao Nadipally, former District and Sessions Judge as a Member (Judicial), and Hon’ble Sri Mohammed Irfan Moinuddin as Member (Non Judicial) of the Commission and commenced its functioning from 23.12.2019 and relinquished the office of the Commission on 22.12.2022 on attaining superannuation.
