At present the Commission secretariat consists of (i) Law Division, (ii) Investigation Division and (iii) Administration Division, (iv) Public Relations Division.
The law division receives and registers the petitions from the persons aggrieved of violation/denial of their human rights. Such petitions may be made to the Commission by the victim or any other person on behalf of the victim. Similarly reports received from authorities regarding custodial rape, death in police action is also registered by the inward section law division. In addition to this the Commission takes suo-moto cognizance of certain matters relating to violation of human rights reported in press and media. All complaints received daily including those taken suo-moto cognizance are signed a diary member and placed before the relevant bench for its directions in the matter.
The petitions received in the forenoon are placed before the bench in the afternoon and those received in the afternoon are placed before the bench next day morning. It may be noted at present the Commission is functioning with two benches. The 1st bench is presided over by Chairperson and Member (Non-Judicial) and 2nd bench is presided by Member (Judicial).
This division has also been organizing field meetings with officials at District/Mandal levels with their dual aim of reviewing the cases pending with the Commission due to non-receipt of reports from various authorities and at the same time improving the awareness and sensitizing the government functionaries relating to human rights issues arising out of their action or inaction in various matters.
The law division is headed by Assistant Registrar (Judicial), who is assisted by a number of court officers/court masters/section officers and other secretarial staff.
The investigation division of this Commission is yet to be fully constituted. According to section 27 (b) of the Protection of Human Rights Act 1993, a police officer of the rank of Inspector General of Police along with sufficient number of other police officers shall be provided to the Commission to enable it to discharge its functions under the act efficiently. However, for the present an officer of the rank of Deputy Superintendent of Police along with one Inspector of Police and three constables only have been provided. On account of non-availability of proper and sufficient police personnel to the Commission, the Commission remained handicapped and could not efficiently discharge its functions relating to investigation. As a result, the Commission has been depending solely on the reports furnished by authorities in various issues coming up before the Commission.
The administrative division looks after the establishment, accounts and maintenance of office premises and equipment like computers and network etc. This division is headed by administrative officer.
The Public Relations Division is charged with the responsibility of propagation of Human Rights, receiving complaints from public regarding violation of the human rights. This is headed by Public Relations Officer.
